All I'm getting are question marks. Is it just me?

The files that it's asking me to download come up as php files which are less than 1 byte in size, so I'm not sure what's happening.

Russ:
This only seems to happen with certain people as I can always download the pdf (and 27 others). Hmmmm. JUUUUUUUUDDGEEEEEE, we need answers.
